The two figures, Olim and his dog both go on a single 40mm base together. this is why you only have 1 base. In gameplay the model can either be used as Olim in the commonwealth, OR Viscount default in Dominion/Shades (This is to represent the fact that Olim is dressed as the Viscount for Halloween) which is why you have both cards.
